That heading is a quote from Dr John Holden, President’s Science and Technology advisor referring to the task of protecting NYC from further storm surges such as Sandy.
The good news is engineers familiar with the problems faced by NYC say unequivocally that measures which have proved successful elsewhere in the world can be used to make NYC safe, see NYTimes.
Also the people of New York can be relied upon. New Yorkers were magnificent post Sandy in getting things back to normal and helping each other.
So everything is okay? Nup! To carry out the work necessary to protect NYC there’s going to need to be a lot of political will, the commitment of huge amounts of money, both Federal and State and also co-operation between New York’s Governor and New Jersey’s Governor because weather patterns and land masses don’t fall neatly within manmade boundaries.
So New Yorkers are going to have to monitor what is being done and make sure their political reps commit to successful measures to help NYC.
And then just as NYC will learn from others how to engineer solutions to storm surges, so New York City will lead America in showing climate change is an opportunity to do great things to protect cities. LIKE NYC leading the nation as it so often does.
